(English) Plaque devoted to Alfredo De Luca, bomber pilot during the second Italo-Ethiopian War, placed on the house where he born, on the 9 August 1909.
De Luca died at Dukan, Ethiopia, 13 August 1936, 3 months after the end of the war. Alfredo De Luca is another almost forgotten name, except for two streets devoted to him: one in Rome, and one in Ischia, in the gulf of Naples.
Posthumously, he was awarded with a Gold Medal of Military Valor (Medaglia d'oro al Valor Militare)
Here a translation of the Golden Medal motivation:

Pilot of a multi-engine aircraft, volunteer in East Africa, during a long operational period he lavished with a dare ardor. (He) was example and a spur for everyone, volunteer everywhere and costantly to accomplish the most difficult and dangerous missions.
The main battles to conquest the Empire knew his courage, his accurate acts of an expert bomber pilot and consciously bold.
He took part to a bold flight that took the national colors in the Scioa Province, to the enemy capital. He accomplished more than 30 landings in the heart of Dancalia and Aussa, challenging the mortal risks to support an our convoy that was in very difficult conditions. In the sky of battle, in the generous anxiety to validly protect units that was seriously threatened, he lavished without limits in reiterate attacks, offhand to the enemy reaction.
Sacrificed heroically his youth for the triumph of our Forces and for the Greatness of the Homeland.
Sky of Ethipia, December 1935 - august 1936; Duckan, 13 august 1936

The plaque, placed probably in 1936, is located in Via XX Settembre 42, and instead of a "fascist style", is realized in the typical style of the plaques placed during the 1870s and the 1880s:letter engraved in black on a plate of white marble, with a frame a grey marble.
The plaque is not well preserved, blackened due the smog.
The only "fascist" reminiscence is the the double notation for the year: gregorian calendar and Fascist Era (the year with roman numerals). This peculiar system of numeration (along the same lines of french revolutionary calendar) starts with the day of March on Rome, was introcude in 1926 and adopted in 1927.
Unusual is the double engraving for the "DE" in De Luca's name.
In the lower right part of the photograph you can notice an old street number plaque in maiolica (tin-glazed pottery) with the old street numeration; few of these street numbers survive in the today Rome.

In this case reports only the public act, no details to the punishment for the lawbreakers. Peculiar, in this case, the explanation that the prohibition is for "everyone of any rank". May, at time, some nobles and notables tried to ignore the edict.

(English) Plaque devoted to Genserico Fontana, carabineer (italian national gendarmerie) during the second world war, among the organizers of Resistance parties of carabineers. He was killed in the Fosse Ardeatine mass execuction, 24 march 1944. The plaque is placed in Via Nomentana 84, on the house in wich he lived.
Genserico Fontana was born in Rome 26 January 1918. He was gradutaed in jurisprudence, and later he joined the army in the Granateers corp. When the Italy entered in the second world war, he was a subliutenant in the Greek front. Here he obtained a War Cross for militay Valor. In 1942 he was promoted to the rank of Captain, and later transferred to the Carabineers. He obtained the command of L'Aquila garrison. After 25 July and the Mussolini imprisonment, he proposed to transfer the dictator from Campo Imperatore, an hotel on Gran Sasso Mountain, to Rodi isle in Egean Sea.
After the 8 Semptember, he moved to Rome, where he organized the "Nucleo Fontana", Fontana's unit, an organization of carbineers that joined the Resistance Fight.
He was arrested the 10 December 1943, with carabineers lieutenant Romeo Rodriguez Pereira, after an informing. Transferred to Regina Coeli prison. Also the the brides of both Pereira and Fontana was later arrested.
After the Via Rasella bombing, he was selected to be executed in Fosse Aredeatine massacre.
Posthumously, he was awarded with a Gold Medal of Military Valor (Medaglia d'oro al Valor Militare)
Here a translation of the Golden Medal motivation:

In a time of dramatic difficulties for the Country, conscious of its solider's duties, he refused to cooperate with the enemy, and, with an harsh risk, he eluded the deportation, after he used with all his forces to put in safe good part oh his employees.
Even knowing to be actively pursued he starded, between great difficulties and perils, the organization of an armed party, giving to his employees wide material and moral support.
Careless about german notifications, he lavished tirelessly to transport and hide weapons necessary to his organization.Even knowing to be actively pursued he starded, between great difficulties and perils, the organization of an armed party, giving to his employees wide material and moral support.
Careless about german notifications, he lavished tirelessly to transport and hide weapons necessary to his organization. Captured by an informing from a spy, altough submitted for months to deprivations and tortures, he keeped the most absolute silence, avoid to uncover the grassroots of the organization of wich he was the leading spirit. Any flattery, nor enticements from his jailers, made him deflect from the oath that he taken. Embraced only to the well of the Homeland, he gift his youth existence, confronting serenely the dead by exexution at Fosse Ardeatine. Luminous model of fidelty, honour and contempt for life. Clandestine resistance front, 8 October 1943 – 24 March 1944.
.

This plaque was placed in 1946, and is quit different from the other plaques of Fosse Ardeatine victim. It's more like a First World War Hero Monument, than a Partisan's plaque. The high-relief with the Fontana's fac, like the head of a soldier in Rione Monti War Memorial, and in the background, two crossed palm leafs, symbol for the martyrs in christian iconography and symbol of Victory and (consequent) Peace in Ancient Rome and heraldry.
Also the plaque text is a bit differente, the reference to Fontana as a "Valiant fighter", and to the enemy as "age-old" enemy, probably to liken the nazi occupation to the Resurgence, Risorgimento, the italian unification against the austrian occupation.
So, probably, this plaque, can be considered the first citation of Resistance as a 2nd Resurgence for Italy.

He was a flying ace during the first world war, air racer and test pilot in the Twenties, the Thirties and the Forties. In the fifties he tried to put in production his idea a microlight aircraft, the Aeroscooter. Of this aircraft, designed by Luigi Pascale (under de Bernardi specifications) were build the three prototypes as Partenavia P.53 Aeroscooter.
The plaque is placed in Via Panama 86, in the house where he lived since 1934, until his dead in 1959.
The plaque was placed the 20 March 2006 (the plaque is signed 2005, probably was originally intendend to be affixed in 2005).
Mario de Bernardi was born in Venosa, Potenza in 1893. He enslited in the army as volunteer in the Italo-Turkish war. Was during this war that italian army made the first use of air warfare: for recognition, artillery spotting and bombing purposes.
Became an aviation enthusiast, De Bernardi obtained the flying license in 1914, after his returning in Italy. He joined the 1st Squadron, and, in 1916 he obtained the military flight license, and he was assigned to 75th Fighter Squadron when he obtained his first aerial victory.
This victory is also recognized as the first aerial vicotry obtained by an italian pilot during the war. Later he worked has test pilot for the Pomilio aircraft factoy, and in 1917 he returned to the front in the 91st Squadron, (previously 2nd Regiment Piemonte Royal Cavalry), the same fighter group where was assigned Francesco Baracca, Italy's top fighter ace in the war.
During the war he obtained nine aerial victories (ten, from other sources).
After the war he worked as test pilot and director in Regia Aeronautica experimental and research centers of Guidona Montecelio, Furbara e Vigna di Valle.
The 13 November 1926 he won, on a Macchi M.39, the Schneider Trophy race at Hampton Roads, Virginia.
The next year, the race is ran on the 26 September, at Venezia Lido. De Bernardi is forced to retire with his Macchi M.52, but, some months later, 28 March 1928, on a Macchi M.52R he obtained a new airspeed record of 512,776 km/h, the first man to fly over 500 km/h.
In 1931 he won the aerobatics world competition in Cleveland, Ohio, flying on a Caproni Ca.113 biplane. In this occasion he defeated some others great aviators, like Ernst Udet.
In 1933, with five passenger, he flyed Rome-Moscow raid on a Caproni Ca.111. In these years, indeed, he was working at Caproni, as test pilot and technical consultant. Also he obtained some patents in aviation technology.
De Bernardi, between 1940 and 1941, tested the Campini-Caproni C.C.2, the first italian "jet" (in fact was a motorjet/thermojet, a kind af jet engine based on an internal combustion engine, instead of a gas turbine).
After the war he tried to put in production his idea of a light aircraft, the Aeroscooter.
He died the 8 April 1959, for an heart attack, after a fly on his Aeroscooter, on Roma-Urbe airport. The attack occured during the fly, but de Bernardi could manage to perform a landing. Soon after he lost consciousness and died some minutes after.
The same year the Pratica di Mare Air Force Base was entitled to him.
His daughter, Fiorenza, was the first italian airliner pilot in 1967.
The plaque, square, in granite with the engraved letters filled a red, presents a stylized geometric draw, along plaque's diagonal, in form of a wing, or a bird. On the plaque also engraved a verse by Gabriele d'Annunzio.
The plaque was inaugurated the 20 March 2006, in the presence of Fiorenza de Bernardi, general Fabrizio Draghi, and Rome municipality representatives.

(English) Plaque devoted to Luigi Mercantini (1821-1872) poet, teacher and patriot that lived in the years of Risorgimento, "Revival", the italian unification in the middle of XIX century.
The plaque is placed in the main square of Arcevia, on the Town Hall Tower, in Corso Mazzini, 67. The Tower itself is covered of plaques devoted to the illustrious Arceviesi and historical events of Risorgimento and Resistance during the second world war.

Luigi Mercantini was born in Ripatransone, Ascoli Piceno, 1821, and after the studies in Fossombrone he moved in Arcevia, where he teached rethoric for some years. Patriot and supporter of the italian unification effort, he take part in the defense of Ancona against the austrian forces, then, in exile became companion of many others italian patriot, like Daniele Manin. He returned in Italy, in Torino, in the 1852. In 1858 he met Giuseppe Garibaldi, and composes (on his invitation) on of his most famous lyric: the Garibaldi's Hymn, remembered in the Arcevia's plaque.

But the Mercantini most famous lyric, that gave to him a fame behond his name, was composed 7 years later, after the failure of Pisacane expedtion in 1857.
Carlo Pisacane was also an italian patriot, that one century before Che Guevara theorized the foco theory of revolution by way of guerrilla warfare, thinking that a small group of revolutionary, can set a revolt using, as lever, the people discontent. Carlo Pisacane tried and failed to set this kind of revolt in 1857, against the Kingdom of the Two Sicilies, in Sapri, Salerno.
Soon after Mercantini composed a lyric, La spigolatrice di Sapri, " The gleaner of Sapri". The lyric fist verse is Eran trecento, eran giovani e forti, e sono morti!, "They were three
hundred, they were young and handsome, and they are dead!"; and for about a century in the italian primary school, the 300 most famous was probably the Piscane's 300, instead of the Leonidas' 300 spartans; due this lyric became a classic in the italian school.
Probably very few remember the name of Mercantini, but surely everyone that attended in a primary school before the ninenties, remember the frist verse.
Now this lyric, and Mercantini himself, are left behind due the rising revisionism on italian unification.

Mercantini teached also in Bologna and at the university of Palermo, were he died in 1872.
The plaque, placed the 24 May 1960, the year befor the first century of Italian unification, presents a bronze low relief with a Mercantini portrait.
A plaques in the same style, devoted to Fernando Palazzi, scholar and writer, was placed, side by side to the plaque devoted to Mercantini, three years later.

He was convinced to enter in the Action Party, by his neighbour Pierantoni, soon after the party constitution. During the resistance he worked to organize sabotages. Like Pierantoni, he was arrested in his house the 7 February 1944 after an informing. Taken in Via Tasso after seventeen days was led to Regina Coeli.

L'altra è dedicata a Luigi Pierantoni.
Portato in via Tasso, dopo 17 giorni venne trasferito a Regina Coeli.

(English) In the Campo Verano cemetery of Rome there is a Military Shrine devoted to the Fallen in the First World War. Is placed in the farthest, from the main entrance, side of cemeter. It's a simple hemicycle, borded with two arches, in the middle there is a big tripod in red granit, a brazier at the summit.
This monument was built in 1931. Last week, probably the night between 14 and 15 October 2008, some vandals painted with a drawing pen some names, writing the word "fessi", fools/idiots, under the names.
Here, from la Repubblica newspaper website, some images. The hemicycle was cleaned in the following days.
A vandal act, pure vandalism, maybe political vandalism, or maybe racket or revenge from ex-cemetery workers. These are the hypothesis that results from the local newspapers.
But probably, the main thing, is that this is second plaque damaged in Rome in less than a month. In sempteber the two plaques in Piazza Ledro, two men killed in Fosse Ardeatine Massacre, and now some soldiers Fallen during the Great War, only some days before the ninetieth Anniversary of war end.

Details of one of the two vandalized areas in the Military Shrine after cleaning

L'altra è dedicata a Raffaele Zicconi.

(English) War memorial, in the form of a plaque, devoted to the soldiers coming from the borough of Monti that fallen during First World War. The plaque is placed on the outside wall the church of Santa Maria Madonna dei Monti, at 41 of the namesake street.
It's beside a street cleansing plaque, and in nearness of the plaque devoted to Nazario Sauro.
This plaque has no date of building, but it's probably on of the later in Rome, erected after 1921, when fascist symbolism started to spread.
The monument is made in travertine, the typical roman construction stone, with a inner marble plaque (made of two parts).
The plaque is mounted with a pediment, in the tympanum the head of a soldier with the Model 16 helmet.
Under, three fasces mounted with three eagles, quintessence of fascist style. The fasces and the eagles divide the upper plaque in three part: in every part an upright inscription: MCMXV, MCMXVIII, +SPQR; the dates of the begin and the end of the war (for Italy), and the city of Rome motto. Notable, the axes in the fasces are mounted with a warrior head (probably a roman legionary), instead of a lion head, that late became a standard for fascist fasces.
In the lower part three squares, with inscripted three "peaks" (or "hillocks") for each, a recall to borough coat of arms. The Rione Monti coat of arms is D'argento ai tre monti di tre cime di verde, of silver with three mounts with three peaks, following the heraldry definition; or rahter a silver shield with 3 mounts, each of 3 peak. In the War Memorial the shape of each peak is like a bullet.
Fasces, eagles and mounts make a frame for the inner plaque. In the upper part the dedication from the inhabitant of the borough. Under, first the name of second lieutenant Carlo Mazzaresi, Golden Medal of Military Value, and under three columns of names: in order of rank and following in alphabetical order.
In the lower side of travertine frame was added, probably in a second time, three columns of fours name each. These names are not well preserved and difficult to read. Remarkable, in the frame lower right angle is the name of the architect that (probably) designed the plaque, Oriolo Frezzotti. Sculptor and architect he's famous for the city of Littoria, now Latina, town plan.
Ideally this plaque marks the zenith of the style evolution for the War Memorial, from the pre-war style like in the plaque for the Fallen of Appio-Latino-Tuscolano, trough the strong symbolism, but without fascist elements, like Trastevere, reaching the fascist style in Monti.
Here a translation of the plaque inscription (Monticiani is name of the borough inhabitants):

(English) With this plaque Plaques in Rome starts to cover a distinctive kind of plaque typical in the center of Rome: the plaque devoted to forbid the cumulate garbage in the streets of Rome. These plaques spreaded in Rome in the 18th century to discourage this practice. The plaque typical reports the public act and the punishment for the lawbreakers: ten scudi (The scudo was the currency of the Papal States) and others corporal punishments, usally never specified.
All the inscriptions are in italian language (with a pinch of roman dialect), instead of latin, normally used for all the plaques in Papal States age.
This plaque, restored and very well preserved, is placed on the otuside wall of the church of Santa Maria Madonna dei Monti, on the namesake street.

Normally, thinking that in the days after the execution, in Tuscany, there were strikes and demonstrations. Many plaques were erected, and some streets were devoted to Ferrer. Almost all plaques were thrown down during the fascism.
Some of this plaques, original or rebuilded, still stand in Carrara, Campiglia Marittima near Livorno, Novi di Modena, and Fabriano, a town near Arcevia. In Fabriano was also born a famous italian anarchist and thinker, Luigi Fabbri.
Probably the most famous plaque devoted to Ferrer is placed in Carrara: erected in the execution 4th anniversary, was thrown under the fascism and rebuild in 1948. Today is still homaged at every International Workers' Day with a funeral wreath, signed simply "Gli Anarchici", The Anarchists.
What about the plaque in Arcevia? Probably it's a similar case, a plaque rebuilded in the years afeter the second world war: there is no addition date on the plaque, and the plaque itself seems very recent.
This is a simple plaque, the dedication is signed by Pietro Gori, an italian anarchist lived in same years of Ferrer. Note that the fortress of Montjuïc, were Ferrer was imprisoned and executed is called: "bastille", the monarchy fortress prison par excellence.
About Ferrer, he was born in 1859, near Barcelona. Exiliated in 1885, he come to back to Spain in 1901, where he founded the Escuela Moderna. He was arrested a first time in 1906 as a suspect for the attack against Alphonso XIII's bridal party. Ferrer was released from jail uncharged in 1908, but an year later he was arrested as a suspect a la Semana Trágica a revolt exploded in Catalonia at the end of July 1909. There were no charge againist him, bu he was executed 13 ottobre 1909.

And, in the end, about Arcevia. It's fortified town in the province of Ancona. Placed on the top of a hill in the middle of wooded valley, is sorrounded by small fortified boroughs. In one of them, Piticchio, in 2007-2008 was shooted a dutch reality, De Italiaanse Droom.

In particolare in Italia.

(English) Plaque devoted to fallen partisan members of communist formations, lived in Val Melaina council housing estate and its nearness.
The plaque, posed in 1954, is placed in Via Scarpanto 31, that runs parallel to Via di Valle Melaina, on the otuside wall of housing estate.
This complex, with fifteen staircases and seven floor buildings was completed in 1933, a typical example of council housing estate architecture of that period, with a wide (for the modern canons) court covered with trees, especially maritime pines.
This is a simple plaque, with the name of the fallens and a dedication from the inhabitant of the boroughs. Unusual, for a "Resistance Memorial Plaque" is use the character "V" for the letter "U". This use, the standard in the Ancient Rome, is normally avoid in resistance memorial, due the indirect linkage between "Ancient Rome" and "Fascist Epic". The small plaque is well preserved, but only due the recent restoration, after an act of vandalism made in in the night between 21 and 22 October 2004. The plaque was burned and marked with black paint, and restored only after some months.
The plaque is rembered every 25 April, and homaged with a funeral wreath by the 4th Municipality of Rome.
Pio Spaccamela is another almost forgotten name, except fo a barrack in Udine and some streets (at Roma and Arpino).
The plaque, placed in Via Piave 49 and posed in 1930, presents the double notation for the year: gregorian calendar and Fascist Era (the year with roman numerals). Sapccamela was indeed a supporter to the came at power of National Fascist Party. And probably this is as well the motivation that motivated the municipality to devote a plaque to a general awarded with Golden Medal for a fact happened 30 years before.
The 23 April 1891, when he was a simple Capitain, he became protagonist, with Bersaglieri corporal Domenico Cattaneo, of the operation to reduce the effects of Vigna Pia powder magazine explosion.
Both Spaccamela and Cattaneo were seriously wounded, Spaccamela at the head and Cattaneo lost a leg, amputated for the injuries. They received the Golden Medal to Military Value the following 31 May.
Near Vigna Pia, an agrary school establihed by Pio IX in 1847 between Portuense and Magliana, in 1882, after the nazionalization of Church properties, was created a powder magazine for the recently built Fort Portuense.
The 23 april 1891, altough the Cattaneo and Spaccamela efforts, the esxplosion gravely damaged Vigna Pia. Damage occurred also in far buidings, like the Santa Maria della Luce church and the stained glass in Basilica of Saint Paul Outside the Walls.

Here a translation of the Golden Medal motivation:
The morning of 26 April 1891, while he was going to make studies out Porta Portese, (he was) informed that the powder magazine of Vigna Pia was about to explode, from one of the bersaglieri on guard, (who was) sent to main road to advise of th danger, (Pio Spaccamela) hastened to provide. Nonchalant of his one's life, just to avoid the catastrophe, he wanted to enter in the powder magazine itself, bu he couldn't , be lacking of the keys; howevere, after an attentive examination done in the middle of peril, persuaded of the impossibility to avoid the disaster, that he recognized as imminent, with awesome cold blood, (he) imparted opportune orders to attenuate the effects (of the disaster).
The last to retreat from the peril, he was invested by explosion at about 40 meter from the powder magazine, remaing horribly wounded at the head.
Rome, 23 April 1891

(English) In this case the definiction of "plaque" is in someways reductive, the better definition is a truly funeral monument hanged to a building. An probably, in the peculiar field of "memorial plaques", this is the most magnificent monument devoted to a single man, surely in Rome, probably in Italy (and maybe in the whole World). Green marble: the winged Victory, a bust of the fallen, bronze garlands, coat of arms, the inscription on a plaque in the shape of a sepulchre. Grandeur for a single, almost forgotten man, a younger officer, a second lieutant, fallen in n almost forgotten war: the Italo-Turkish War, the La Guerra di Libia. But the fallen man was posthumously awarded with a Gold Medal of Military Valor, and he came from two notable noble families of Rome, one, and centre Italy, the other: Grazioli and Della Rovere.
And the momunent is placed in Piazza Grazioli, on the outer wall of Palazzo Grazioli, his family builiding, so the magnificent is well explained.

Riccardo Grazioli fallen in the first actions of Italo-Turkish war, but the monument was place in April 1914, 2 years and half later on Riccardo's birhtday anniversary, three months before the first world war outbreak, and the plaque magnificent seems like an involontary prelude of first world war interventionism.

Riccardo Grazioli was born in Rome the 21 April 1887. He was graduated ensign at Livorno Naval Academy in 1907. Before Guerra di Libia outbreak he was detached at Regia Marina Command in Beijing.
At the war outbreak he was detached on ironclad ram Marco Polo, directed to Homs (today Al Khums) a port in Tripolitania.
The 23 October was assigned to a reconnaissance mission. But when he find that an artillery battery commander was wounded, and unable to lead his men, Grazioli take in charge the battery, reorganizig it, and entrust to other the charge to take back to the vessels with the informartions taken during reconnaissance.
Five days later, the landing artillery battery was attaccked by five hunderds men, and Grazioli was still at command. He fallen there, the position that he taken over, on his own initiative, five days before.
Here a translation of the Golden Medal motivation:
The 23 October in Homs, after he boldly accomplished a mission on land on a soil shelled from enemy fire, (he) went ashore a second time to collect informations, (he) entrusted to others the duty to take back on board, and, with one's own initiative he hastened to substitute the landing battery.
(He) reanimated ed infused new dare in the men exhausted for causalties, the efforts and fasts; (he) provided to collect the heavily damaged material and, in spite of darkness of the night and the continuous enemy fire, trough great difficults of terrain, he conducted the battery at complete in retrenchments.
The 28 October, also in Homs, example to his yours (comraden) of heroic firmness, he commanded the landing battery of his ship exposing daringly to the enemy fire to command the fire, until he fallen deadly wounded.
Homs, 23-28 October 1911

Funeral monument author was the sculptor Alcibiade Mazzeo.
In the centre there is a Winged Victory, dressed only with a thin veil, the left hand on a volume with "Italica Gens", Italian People on its cover. In the right there was probably a laurel wreath, today gone, remains only some leaves and berries. The gesture of right hand seems to crown, with the gone laurel the bust fo Grazioli on the left. The bust is in the form of an hight-relief. In opposition with the bust, the family coats of arms in the most magnificent forms, mounted with an helmet and sorrounded with a drape.
The central plaque, or, better, the stone monolith, is sorrounded with to palm leaves. At monument sides to other leaves wreath in bronze. The garland on the right with oaks and laurel, mounted with a star. On the left one with oaks and a not identified kind of leaves.

Since he arrived in Rome, Koch, started to combine his experience as painter of alpine landascapes with the heroic subjects of Cartense. From this combination of classical myth and rugged and rockery landascapes, was born a forerunner of romantic painting.
His roman staying was interupted only between 1812 and 1815, during french occupation, when he lived in Wien.
In 1806 he married Cassandra Ranaldi, and they had three child. Gaetano Koch, the architect who designed the homonymous palace, head office of Bank d'Italia, and the two buildings that crowns the side to Via Nazionale of Piazza della Repubblica, was his grandson.
Maybe today Quintino Sella, and the grist tax are forgotten for mosts.
But Quintino Sella's desk, in the latest years, has found a small notoriety. Its story starts in July 2001, when the new Minister Giulio Tremonti declared that he will pursuit the break even with measures like privatiziations. With an hyperbole he said that the only thing of italian state that he will not sell was the "Quintino Sella's desk" (La Scrivania di Quintino Sella - Corriere della Sera, 12 July 2001). Also, in the interview with italian main newsbreak, he also said furher that if will not achieve the break even in 2003, he will "ceases to occupy the notorious desk", or rather, he will resign.
Later, in 2005, Soru, Region of Sardinia president, for a question about found transfers from central administration to the region that he administrate, declared at newspapers (with another hyperbole), that if the question will not resolved (and the founds transferred) he will proceed even for a foreclosure on Minister of Finances, Sella's desk included.
Now, in 2008, Tremonti, Soru, and, obiovously, Quintino Sella's desk, are all at the same place.

The plaque, placed in 1886, two years after Quintino Sella death, is placed in Via Nazionale 230, and it's realized in the typical style of the plaques placed by the new rome administration during the 1870s and the 1880s:letter engraveds in black on a plate of white marble, with a frame a grey marble.
The plaque is not well preserved, blackened due the smog.

Not distant from here, in Minister of Finance railing on Via Cernaia, there is small monument devoted to Sella.
Here a translation of the plaque inscription:

It's a part of Montopoly in Sabina municipality. in the Province of Rieti, Lazio.
Nice place, the well preserved village deserves a quick walk for its narrow streets.
Like every italian village has a plqaue devoted to the Fallen in First World War (notice that it's called "European" in the plaque, quite rare), placed on the church outside wall, near the arch, only carriage gateway to the village, Via dell'Archivio.
Peculiar is the second plaques in the village, placed in 1987 outside the post office, in Via del Borgo 17.
This plaque honours the fallen in first and second world war, civilian inclused.
Rare but significative example, to honour the victims of all wars, combatant and civilian.
Near there is also a small garden, with a War Memorial Monument, placed in same period of this second plaque.

The plaque is placed on the outer wall of Caserma La Marmora (La Marmora barracks) , in San Francesco d'Assisi square. It's next to a plaque devoted to the Bersaglieri (The high-mobility infantry, one of the italian most glorious corps) fallen in the Battle of Sciara-Sciat, during Italo-Turkish War.
The war memorial was posed 24 July 1921 and is an esample of how the style of these monuments evolved in Italy during the Twenties. More martial than a monument like War Memorial WWI of San Giovanni is still far way the strong symbolism used in the following years, after the march on Rome, when National Fascist Party comed to power.
In the plaque center the engraved letters of the inscription, filled in red, a colour typical for "military" plaques in that years.
On both sides a bayonet (recognizable by the asymmetrical dagger guard), on a palm leaf, symbol for the martyrs in christian iconography and symbol of Victory and (consequent) Peace in Ancient Rome and heraldry.
The inscription is crowned with an high-relief that represent a bay leaves garland upright between two italian helmets (Model 16). Under the helmets is hanged a straight ribbon, probably mourning bands.
Above the plaque is carved a flame, a perpetual flame.
The plaque is placed in Fatebenefratelli square, Tiber isle, on the Fatebenefratelli Hospital new wing. This wing was built in the thirties, after the demolition of a small city block, where was Cipolletti's birhplace.
The plaque was placed in 1948, but seems older. Probably never restored and the engraved letters of the inscription are filled in red, a colour typical for the plaque placed between 1890s and 1930s.
But who was he? Probably the name of Cipolletti is unknown to the great part of citizenry. In the field of technic and engineering honours and plauqes are devoted to inventors and great scientists. The field of ship canal not seems bright for the Glory.
But the name of Cesare Cipolletti maybe is not forgotten in Argentina. There is a city bringing his name: Cipoletti, in north of the Patagonic province of Río Negro, with 75,078 inhabitants (2001 census). Here the municipality website: www.cipolletti.gov.ar.
The first settlement, named Fort Confluencia, was created in 1881 by General Lorenzo Vintter. The city was founded 3 october 1903 and original named Colonia Lucinda. The name was later devoted to Cesare Cipolletti, that in 1898 studied the irrigation system of Alto Valle (High Valley) of Río Negro. A key for developing farming in the region, specially the cultivation of apples and pears.
In the 1880s he also worked for dams and canalization in the Province Mendoza, along Río Tunuyán and Río Mendoza. The Cipolletti most notably work in the area is the Cipolletti dam, inaugurated in the 1890.
So the Cipolleti's realization are quite notable, and the the plaque's inscription sound no retoric for a man that has a dam and a city entitled to him.

The plaque is placed in Via dell'Acqua Bullicante 2, near the intersection with Via Casilina.
In the plaque centre an high-relief with a Liberty. The goddess symbolism is clearly coming from with French Revolution inography. The long dress that leaves the right breast unconvered, pinned on the left shoulder. The phrygian cap on her head. Details coming from the Delacroix's painting Liberty Leading the People. But the french symbol has two notably additions: the broken chain in her hands, and the star on her cap. And in the french republic iconography the phrygian cap is always red, and so the star on the cap is probably a red star, one of the most notably communist and socialist symbol. The use, by italian communist and socialist formations, of not necessarily communist symbol addicted with a red star, was quite common soon after the second world war. The most famous case was the Popular Democratic Front (Fronte Democratico Popolare) symbol.
The left coalition in Parliamentary election of 1948 used the Giuseppe Garibaldi face in a Red Star as symbol.
Above Liberty high relief an inscription:

AI MARTIRI DELLA LIBERTÀ, TO THE MARTYRS FOR FREEDOM.
On Liberty both sides a lowrelief with a torchlight. Above the torches two dates: 8 september 1943 - 4 June 1944. The start and the ending date of the Resitance fight in Rome.
Under the torches thirteen names for eache column.
